The monument was inaugurated on February 28, 1923, and consists of an equestrian statue and, below ground, the mausoleum where Artigas' remains rest. The monument features a stepped plinth with a base of polished gray granite, surrounded by a bronze frieze nearly two meters high, depicting the people during the Oriental Exodus and symbolically supporting the equestrian figure of Artigas above.
