Addo elephant cows (and some bulls) are mostly tusk less, here the younger calf is showing some tusks growing. There are mixed opinion with some speculating that an evolutionary change occurred in the the specific gene pool, or genetic drift that led to them not growing tusks, perhaps as a result of heavy hunting in the early 1900's.
